The passage of Senate Bill 5 on July 31, 2003, brought new guidelines for classifying sexual offenders and strengthened the current e-SORN Laws. To date, all 50 states have a sex offender registration law. These legal additions to existing law require all states to pass a sex offender registration and notification law. Following the passage of Megan’s Law, The Jacob Wetterling Act and the Federal Crime Act were passed. The e-SORN system was developed in response to the 1994 passage of Megan’s Law. Once a sex offender is placed into a Tier, he or she must follow the registration requirements of that specific Tier. Classification is based on the crime the person was convicted of or pleaded guilty to.

When a person is convicted of a sex crime in Ohio and is required to register as a sex offender, they will be placed into one of three Tiers. The state uses a three-tier system to identify offenders. The state of Ohio’s e-SORN (Electronic Sex Offender Registration and Notification) system lists 51 registered sex offenders living in Carroll County.
